| Shangquan Gao: Only Reform and Opening Up Can Develop China
The Chairman of CBT 100, president of China Enterprise Reform and Development Society Shangquan Gao has made an opening speech with the title of “Only reform and opening up can develop China ”. After a comprehensive summarization of the experience and achievements of reform and opening up he has pointed out that reform and opening up was the prerequisite of china's rapid development in the past 30 years and initiated china's development. By 2020, China 's total population will reach about 1.45 billion, according to the amended objectives of the 17 th CPC Congress, by 2020 the country should fulfill the target of quadrupling the GDP per capita in 2000 and completely achieve comparative prosperity. This process means that we should use the same or fewer resources to produce much more product than in the past.
Gao thought, the existing problems, such as resource environment, peoples livelihood, income gap, etc. appeared in the process of development that reflected the system was not perfect enough. In order to achieve the goal of 17 th CPC Congress, we should continue to adhere to reform and opening up, to accelerate market-oriented process of China resources, to accelerate reform of monopoly industries and reform of property rights, to enhance efficiency of the resource allocation, to accelerate the comprehensive reform in rural areas in accordance with requirements of the coordination between urban and rural areas, to promote open-up policy more actively in accordance with the requirements of higher quality and level of an open economy, to accelerate reform of social system in accordance with requirements of harmonious society and to deepen reform of political system in accordance with requirements of development of socialist democratic politics.
